It was not meant to get to this point, but it has. Kenyan football has now been placed under the hands of a caretaker committee.
Yesterday, Sports Cabinet Secretary Amina Mohamed appointed the panel to run Kenyan football for six months.
The CS received Football Kenya Federation (FKF) Inspection Report from Sports Registrar Rose Wasike on a dramatic day that saw the senate committee on Labour and Social Welfare adjourn its session and summon Amina to appear before it on Tuesday. The CS was scheduled to appear before the committee yesterday.
Those present at the session included committee chairman Nairobi senator Jonson Sakaja, members Beatrice Kwamboka, Susan Kihika, Samson Cherargei, Mutula Kilonzo jnr and Aron Cheruiyot.
The caretaker committee, which will be headed by Justice (rtd) Aron Ringera, will take care of football matters for the next six months.
“A Caretaker Committee has been appointed to manage the affairs of FKF for a period not exceeding six months. This has been successful in other jurisdictions in recent years, the likes of Cameroon, Egypt, Ghana and Chad amongst others,” said Amina.
“A special audit of the books of accounts of FKF be carried out and subsequent frequent future audits. The Government should invoke Article 17 and 58 of the Fifa Code of Ethics (2020 edition) by informing Fifa Secretariat Investigation Chamber on the outcome of the Inspection,” she added.
According to the CS, no bank account should be opened by FKF unless authorised by the Principal Secretary within the six-month period the caretaker committee will be in place.
She said the Ministry of Sports will not release any funds to FKF unless and until the previous funds are fully accounted for.
“The Government will continue with its public sensitisation program through the Registrar’s office to enable everyone be well versed with Sports Act and all other relevant laws,” she said.
Committee members are General (rtd) Moses Oyugi, Fatma Adan, Philip Musyimi, Anthony Isayi, Elisha Chepchieng, Neddy Okoth, Ali Amour Titus Kasuve, Richard Omwela, Bobby Ogola and J.J Masiga.
Amina also appointed a Secretariat to the Caretaker Committee headed by Linda Ogutu, Michael Muchemi (secretary), Lorine Shitubi (joint secretary), Habo Mwachiro, Ceasar Handa, Edward Rombo, Hiba Hussein, Gabriel Warigi, Walter Ongeti, Rashid Khamisi, Rachael Kamweru and Robin Toskin.
She said the committee will conduct all affairs of FKF in accordance with its constitution and ensure that they comply with Sports Act 2013.
“Coordinate and ensure smooth running of FKF’s operations including team preparations of all local and international sporting events, coordinate elections of FKF in accordance to the Sports Act (2013),” she said.
